RE: QVMAG Matters& RTI

In terms of access to the collection and any support provided by staff to it, there is no issue. QVMAG holds an extensive collection and in areas such as science its principal value is in research.

 

It is a core function which has become an integral part of providing a museum service. We will continue to facilitate the access and in particular improve the access on-line.

 

I do not know of any occasions where your involvement has taken excessive staff time. However as noted in my previous email this should be monitored in general terms for all our users and if it is felt that it may be stretching our resources then I expect the staff member to have the discussion with the research person.

Good morning Richard,

Thank you for your email in response to my email to the GM. I’m sure that it will come as no surprise to you at all that I am fully cognoscenti of the situation that you lay out before me. I am nonetheless relieved that, in general, the QVMAG’s collections remain available to me and others and without unreasonable constraint.

However, in search of some perspective here, has there been any occasion when my call upon QVMAG collection staff time that has been excessive or beyond reasonableness? If so, when and in what regard?

I admit, based on 40 plus years of professional experience, that I’ve offered criticism and critique to yourself in the main in regard to what I see as:

  • Shortfalls in professional standards and KPIs;
  • Operational failures and weaknesses;
  • The evident policy vacuum the QVMAG operation labours under; and that
  • This may well have been unwelcomed ....but there you go!


It is becoming clearer to me, as a consequence of your response here,  that the GM wishes to place the QVMAG, Council and by extension ‘Council Management’  beyond ‘criticism and critique’  –  at least from myself. Again, I imagine that I do not have to explain my position to you regarding any of this.

I do however look forward to your response to the questions I pose here in the context of the GM’s Dec 22 letter to me. In due course I shall be writing to the GM on other matters I’ve raise with him.

Again, I draw your attention to the Council’s Organisational Vales enshrined in the QVMAG’s Strategic Plan – such as it is.

Your email of 5 January was forwarded to me by the General Manager, Robert Dobrzynski, to answer the question about access to the QVMAG collection.
 
You do not need the General Manager's clearance for access to the collection. The only constraint may be any special conditions placed by the donor on access at the time of lodgement. This is extremely rare but does occur for some papers, culturally sensitive material and oral histories.
 
We do need to be mindful of how much staff time is taken up with providing the information or access but if it is considered excessive that is normally discussed with the person conducting the research and the curator. Again this rarely occurs with many researches basing themselves in our public reading rooms and working with limited supervision. Online access should be fairly straightforward.
 
In terms of initial contact for access to the collection, Martin George, Collections and Research Manager, would be the best first point of contact (martin.george@launceston.tas.gov.au). He can then direct you to the relevant curator.

Good  morning Robert,

Having given your recent letter some thought a series of questions arise. The first being to do with ‘governance authority’. Are you now telling me that governance authority for the QVMAG has been delegated to you? If so I would appreciate your confirmation or otherwise in regard to this.

The other question I require your early response to is as follows, do I now need to gain your clearance in regard to access to the QVMAG’s collections? If so, what constraints, if any, are you contemplating in order to achieve the “balance” you speak of?

In addition, I have an outstanding ‘Right to Information’ application in process which seems to be taking an extraordinary length time to resolve. I’m therefore asking you for an estimated date/timeline for this matter to be drawn to its conclusion.

Thank you for your letter today
(COPY ATTACHED) but I must say that I’m somewhat confused about its contents and timing given that I have had no recent contact with the QVMAG albeit that I have an outstanding matter relative to one of my works in the collection.

Currently I’m far too busy to respond to your letter in the manner it deserves but I shall do so in the new year when my work load will have abated and my timelines have been met.
