Dear Leanne,

Thank you for your advice and yes I was able to open the PDF.

I must say however that I concur with an advisor who has characterized this whole process as “unmitigated bureaucratic humbug” given the timeline and the class of information being sought. The process has all the hallmarks of obfuscation and administrative opacity given the information being sought.

What is the need or purpose for the secrecy here? What is there to hide?

It has also been put to me that there is a certain administrative convenience in all this in so much as “all the players will have forgotten the issue when and if the RTI bears fruit” albeit that you are simply following a prescribed process. That process would have take less time, yours in particular, if Council’s “Organisational Values” were something other than decorative.

I shall take further advice.
