Stakeholderships in Launceston

Good afternoon,

I have not been able to find anyone at all who can tell me:

1. How “stakeholders” are identified by Launceston City Council;
2. Who identifies them and in what context;
3. Is there a record anywhere where “nominated stakeholders” are recorded; and
4. How  are “stakeholders” ranked in importance if at all.
   

Are you able to provide me with this information or can you direct me to someone, or any source, who/that may be able to answer these questions?
