I write on several of matters but firstly I think that it is about time when we should desisted from the BUREACRATIChumbug that has evolved out of your ‘Christmas Letter’ to me. The outcome of my conceding to your request has been that I write to you, you HANDball my email to however I might have contacted directly, they spend more time than necessary responding because of the circumstance, and all the time you seek/sought to save (and some) is spent (wasted?) in any case.
If my requests for information are unreasonable, or unethical even, these people have sufficient authority, and the independent ability, to tell me so and to respond accordingly.
Therefore, in future, given that I’m self accountable, I will conduct my research by my own methods and standards towards the end that I’ve determined and deemed appropriate. If I discover anything impeding my legitimate access I’ll deal with that as and when it becomes apparent. I do not expect to be discriminated against by doing so.
The QVMAG is:
- A public institution holding public collections intended to be accessible to ‘the public’;
- An institution holding personal intellectual property;
- An institution holding cultural material pertinent to my research;
- An institutional operation substantially funded by ratepayers’ conscripted levies;
- An institutional operation substantially funded by taxpayers’ contributions via the State Govt.
- An institutional operation entrusted with intellectual and cultural property that is arguably a part of the national estate;
- An institutional operation with donors who have entrusted cultural property and other assets to it;
- An institutional operation entrusted with cultural property estimate to be worth $230 million plus;
- An institutional operation that Launcestonians and Tasmanians, indeed Australians, have a legitimate right to expect is not only notionally accountable to ‘the public’ but also unambiguously functionally accountable as well.
All that said, despite Tasmania’s Local Govt Act, the institution clearly operates in a governance vacuum where there is increasing evidence that Council’s ‘operational wing’ adopts a quasi governance role without any apparent delegated authority.
In 2010 you asked me to give you five (5) things that would make the QVMAG fully accountable in a 21st context. I gave them to you by the close of business the next day if you recall and they remain the same. Would you agree that currently, and arguably, the QVMAG’s accountability is inadequate and falls short of best practice?
Below there is a copy of a letter from Mr. Tidey that I believe that you would agree deems something to be factual without any attempt to provide the evidence for the assertion. In short, would you agree that it is apparent that it is, as the euphemism goes, ‘truth by assertion’?
While Council has determined that the QVMAG’s governance should/must move to a new model it is apparent that no, or very little, progress has been made towards implementing Councils determination. Why is that so? Was/is there anything discretionary in Council’s determination?

Further to this I can say that we are looking very closely at better ways that we can provide information, particularly in the digital medium. We are working closely with several members of the Innovation Circle which has been established as a partnership with QVMAG and operates out of the Battery Shed within the Museum complex. They are working on some clever technology ideas that will enhance our exhibitions.
Lastly this weekend we have advertised a new part-time position in digital technology which will greatly increase our capacity to do more in the digital medium. The position which has been created utilising existing FTE will be the primary conduit between QVMAG and the Innovation Circle.

It’s a matter that I’ve raised before, and quite some time ago, but it’s clear that the time has come for the QVMAG, and indeed Council, to lift its game. As iPhones become standard communication devices/tools for increasing numbers of people we are in the midst of a paradigm shift.
If Launceston, and the QVMAG along with it, is serious about projecting the city’s ‘cleverness’, and its “openness to the world”, it is time to put one of the sharpest digital tools available to work. I’m of course talking about QR Codes linked to URLs as demonstrated below.
I look forward with interest to your response and the possibility of the technology being at least considered and/or the services it offers, delivered.
