Dear Mr. Tidey,
I refer you to your letter to me (copied below) and dated February 4 2016 in which you assert that “Council meets its obligations under relevant legislation for asset management.”
While you make the assertion you offer no evidence except for the further assertion that the Audit Panel and auditor have been informed about work undertaken in the area of asset management. I submit that in the end this offers little reassurance unless it can be tested.
Your, and QVMAG management’s, responses are strong on the assertion that asset management processes indeed have veracity but it must be said that you offer no evidence whatsoever that the processes asserted to be in place have veracity or that it can be demonstrated that they:
- Deliver outcomes that ensures that the ‘values’ invested in ‘public assets’ are indeed protected;
- Ensure that when/if assets are disposed of there is an appropriate and equitable return to the ‘public purse’: and that
- These things are drawn to the attention of the constituency’s elected representatives, are appropriately endorsed and recorded and are openly available to constituents in accord with Council’s Organisational Values.
If, as you assert, there are credible processes in place to protect public property under the management of the City of Launceston you will no doubt be able to provide evidence to support your assertions.
I suggest that there is a case where this could done expediently given that it has been the subject of previous correspondence and presumably internal investigation also.
I refer to the sale/disposal of the giraffe calf discussed in my correspondence with Martin George. Given all that has gone before I suggest that it would be reasonable to ask for that evidence by the close of business Tuesday March 22nd.
